Over one year since the commencement of construction, Phuoc Thai 1 Solar Power Project (Phuoc Thai Commune, Ninh Phuoc District, Ninh Thuan Province) has been tested and accepted and put into operation in recently August 7, 2020
Meet the design requirements
Phuoc Thai 1 SPP is designed at a capacity of 50MWp (in Phuoc Thai commune, Ninh Phuoc district, Ninh Thuan province), including Phuoc Thai solar PV system using polycrystalline photovoltaic panels and a central inverters. The project is invested by Electricity of Vietnam (EVN) with a total investment of nearly 1,113 billion VND. It was started on September 26, 2019 and energized commercial power on July 7, 2020 (the plan was expected on July 31, 2020).
Along with the construction of Phuoc Thai 1 SPP, EVN also built Phuoc Thai 20 kV transformer substation with a capacity of 2x125 MVA (in the first phase – 1x125 MVA and synchronous equipment system); a 220 kV double circuit line with a length of 2.3 km, immediately connected by transition on a circuit of 220 kV Vinh Tan – Thap Cham double circuit line.
Mr. Nguyen Tai Anh - Deputy General Director of Electricity of Vietnam (EVN), Chairman of the Investor - level Acceptance Council of EVN said: The Acceptance Committee assessed the implementation volume met the approved design. Regarding the quality of Works, the construction and installation of work items ensured the design requirements, technical specifications and installation instructions of the equipment supplier.
The results of concrete compressive strength test and the static pile test all meet the design requirements. The quality inspection results of fabrication and installation of steel structures and all E&M equipment meet the design requirements, technical specifications and installation instructions of the equipment supplier. All equipment has been tested and calibrated in accordance with current technical standards and regulations.
The Inspection on Fire Fighting and Prevention for Phuoc Thai 1 SPP was made under witness of Ninh Thuan Provincial Police Department of Fire Prevention and Rescue and the Acceptance Minutes was issued on July 12, 2020, Certificate No.1002/PC07 on checking and acceptance of fire fighting and prevention for Phuoc Thai 1 SPP project was issued on July 16, 2020
Guarantee the commitment time
Evaluating the project, Mr. Nguyen Tai Anh acknowledged the efforts of Project Management Unit (PMU) of Power 3 (Employer’s Representative), the construction contractors, who have overcome many difficulties on weather and epidemics to ensure the project complete exceeding the set schedule. As of July 31, 2020, all the contents of the contract were basically fulfilled by the Contractor, meeting the requirements of the contract, ensuring the approved design.
However, the representative of EVN has also acknowledged that there are still some shortcomings. Although these do not affect the safety and normal working conditions of equipment, PMU of Power 3 needs to continue to monitor and urge Contractors to make sure the committed time.
"The Council accepts to put the Work into operation. The Investor-level Acceptance Council assigns Vinh Tan 4 Thermal Power Plant to receive, manage and operate Phuoc Thai 1 SPP and coordinate with PMU of Power 3 to supervise the implementation of project warranty obligations by Contractor”- said Mr. Anh.
Besides, Mr. Nguyen Tai Anh also noted that Phuoc Thai 1 SPP Project chosen by the EVN Party Committee as a project for of Electricity to attach a sign to celebrating the 13th National Party Congress in the coming time. Thus, PMU of Power 3 is requested to complete all items and place sign in such way of ensuring solemnity, meeting the requirements of the Group’s Party Committee.
According to EVN’s report, within the first 7 months of 2020, total 19,810 rooftop solar power projects with a total capacity of 541.66 MWp have been installed throughout the country. Accumulated to date, 42,187 rooftop solar power projects have been put into operation with a total capacity of 925.8 MWp. The total amount of electricity paid to customers installing rooftop solar PV is 374.2 billion VND.
