In spite of being affected by COVID-19, with the spirit of urgency, the National Power Transmission Corporation (EVNNPT) has pushed those projects to be completed early. Among the projects, the project of raising the capacity of the 500 kV Vinh Tan Substation (Binh Thuan) has been completed beyond the assigned schedule.
The project of raising the capacity of 500kV Vinh Tan substation (Binh Thuan) was conducted on February 29th, 2020 and finished on April 17th, 2020, energizing and accepting the AT2 500kV-900MVA transformer was completed before 73 days compared to the schedule while energizing and accepting the MBA AT2 500 kV - 900 MVA transformer was completed before 32 days as per the plan. These were conducted by the National Power Transmission Corporation (EVNNPT). The early energization and acceptance of the two substations contributes to increase the capacity of system transmission, helping to release renewable energy pressure and reduce power loss of overall system that is estimated to bring benefit to 80 billion VND.
Previously, the 220kV Phan Ri Substation was energized on April 1st, 2020. The successful energization of this substation helps to ensure receiving and transmitting of solar and wind renewable energy sources in the districts of Tuy Phong, Bac Binh and Ham Thuan Bac of Binh Thuan province and the southern districts of Ninh Thuan province to connect to the 220 kV grid, contributing to ensure stable, safe power supply, serving socio-economic development of the southern provinces.
Most recently, the 220kV Ninh Phuoc substation has been completed and connected. This is a very important project built in Ninh Phuoc district, Ninh Thuan province aiming to collect the capacity of renewable energy sources in Binh Thuan and Ninh Thuan areas to the national power transmission system. The project was energized on June 29th, 2020, helping to release more than 300 MW of renewable energy in the region to the national electricity system. Currently, EVNNPT is striving to complete the second phase of the project in the third quarter of 2020.
Construction of connecting line of the 220 kV Nha Trang - Thap Cham meeting the difficulties of land acquisition.
However, there are still a number of projects facing many problems in site clearance. Namely, the 220 kV Thap Cham - Nha Trang transmission line project conducted by the Central Power Project Management Unit (under EVNNPT). This is a work that plays a very important role in releasing renewable energy in this area.
Currently, some locations cannot be commenced by the Contractor due to land compensation, site clearance and procedures related to forest land conversion. EVNNPT has also coordinated with the local authorities to propagate and persuade households to accept the land handover first, up to now, 86/120 pier foundation positions have been handed over.
To ensure the energizing progress of the project in 2020, EVNNPT proposes to Khanh Hoa Province People's Committee to consider the approval of supporting for houses, structures, trees on the pier foundation positions (permanently acquired land) and tall trees in the safety corridor for households who self-reclaim and cultivate on forest land.
For the documents on land plot measurement, Khanh Hoa Province People's Committee is proposed to direct the Department of Natural Resources and Environment to early appraise the documents of the remaining districts (Dien Khanh and Cam Lam). For households who do not cooperate, deliberately oppose, the Provincial People's Committees proposed to direct the People's Committees of Nha Trang city and Dien Khanh district to urgently complete the procedure for compulsory inventory and approve payment for people as soon as possible.
At the same time, People's Committee of Khanh Hoa Province is requested to review the documents and procedures to submit the Government bodies and the Ministries (Ministry of Agriculture and Rural Development, Ministry of Natural Resources and Environment) for in-principle approval of forest land usage purpose conversion.
If the above difficulties are resolved soon, according to the Central Power Project Management Unit, the project will be completed energizing in 2020./.
