Vnd Trillion-Projects Of Wind Power Farm

If nothing changes, the B&T wind farm cluster project, invested by B&T Wind Power Joint Stock Company in Quang Binh, is expected to kick off before October 10th, 2020.

 With total investment of VND8,904 billion ($386.96 million), the B&T wind farm cluster Project which has been approved for addition to the revised Power VII Master Plan by the Prime Minister combines 2 farms. The first, B&T 1, has a capacity of 100.8MW and is expected to start operation in December 2020, while the second has a capacity of 151.2MW and is expected to come into operation in June 2021.

In order to ensure the progress of commencement, Quang Binh People’s Committee has just issued Notice No. 2603/TB-VPUBND on the conclusions of Mr. Tran Cong Thuat, Chairman of the Provincial People's Committee at the meeting with B&T Wind Power JSC: “To ensure the B&T wind farm cluster project be enable to commence before October 2020, energize commercial power before October 2021, relevant Departments, Agencies, Localities and Units are requested  to continue to pay attention, support and facilitate favorable conditions for completion of legal procedures to implement the project construction as soon as possible”, Mr. Tran Cong Thuat said.

Regarding to the project investment policy, currently only comments by Ministry of Public Security have not been received yet. The Chairman of Quang Binh People's Committee has asked the Provincial Police to support for the company in contacting and asking Ministry of Public Security’s early response. Within this August, B&T Wind Power JSC must urgently complete the EIA report to submit to Department of Natural Resources and Environment for appraisal and submit to Provincial People's Committee for approval.

In a move aiming to the renewable energy sector in Vietnam, Banpu Energy Group (headquarter in Thailand and its power trading branch is Banpu Power - BPP) has recently affiliated for acquisition of Mui Dinh Wind Power Plant with capacity of 37.6 MW in Ninh Thuan province. With an agreement costing USD $66 million (equivalent to VND2,065 billion), the acquisition will be completed in the fourth quarter of 2020. The investment is made via BRE Singapore, a Banpu Next’s subsidiary, in which Banpu and BPP each hold 50% of the shares.

Worrying about transmission
Currently, there are 9 wind power projects connected to the power grid with a total capacity of about 440 MW under operation, Mr. Nguyen Tuan Anh, Deputy Director of Electricity and Renewable Energy Authority (Ministry of Industry and Trade) said. 

In addition, 91 wind power projects with a total capacity of nearly 7,000 MW have just been added to the national power development plan, adjusted Power VII Master Plan. And this proposal of the Ministry of Industry and Trade has been agreed by the Prime Minister.

However, according to EVN, the power transmission system has difficulties in meeting the transmission needs of approved wind and solar power projects. Specifically, the grid structure according to the adjusted Power VII Master Plan can basically meet the transmitting needs by 2025, however, in case all projects are put into operation in the period of 2021-2023, local overload will occur in some areas, equivalent to about 20-35% of total capacity cannot be transmitted.

In order to meet the releasing progress of renewable energy sources, in recent document sent to the Prime Minister and the Ministry of Industry and Trade, EVN has requested the Ministry of Industry and Trade to consider and submit to the Prime Minister for amendment and supplement to the Master Plan essential transmission grid works, ensuring the release of renewable energy sources that have been added to the Planning.
