With the advantages of long coastline and steady wind flow through the year, Ninh Thuan is considered to have the potential to develop wind power and LNG power, especially coastal wind power.
In order to create orientation for onshore wind power development, the People's Committee of Ninh Thuan Province has directed the Department of Industry and Trade to preside over and draft the master plan of provincial onshore wind power development for the period of 2021 - 2030, vision to 2045. Accordingly, It is expected that by 2030, fifteen (15) locations will be developed: including 4 locations with a scale of 1,220 MW in the period of 2021 – 2025 and other 11 locations with an additional capacity of 3,160 MW in the period 2026 – 2030.
In addition, the People's Committee of Ninh Thuan province has agreed with the policy for Trung Nam Construction Investment Joint Stock Company to survey, prepare additional planning at 1 on 15 locations in the water zone of Phuoc Dinh commune (Thuan Nam province) V2-1 with a capacity of 502 MW. At the present, the People's Committee of Ninh Thuan province has assigned the Department of Industry and Trade to collect opinions from central ministries and branches to clarify the exploitation boundaries, security and defense requirements for the remaining 14 positions which is the basis for calling for investment in the near future.
The implementation of energy projects, especially LNG and onshore wind power projects in Ninh Thuan in the coming time has significant meaning to promote socio-economic development in sustainable orientation of the province, contributing to ensure national energy security, creating jobs, increasing budget revenue, is an important driving force to realize the policy of developing Ninh Thuan to become a renewable energy center of the country as directed by the Government under Resolution No. 115/NQ-CP dated August 31, 2018 and complete the goal set out in the Resolution of the XIV Provincial Party Congress, term 2020 – 2025.
To achieve that goal, the People's Committee of Ninh Thuan province has proposed solutions: focusing on reviewing and assessing the potential and status of developing wind power and LNG power. In which, onshore areas and locations with potential for wind power development should be carefully studied and evaluated for the basis to advice and proposal for supplementing into Power Planning VIII; supporting investors to solve difficulties and obstacles, speeding up the progress of implementing renewable energy projects; create an auction and bidding mechanism under the Government’s direction to ensure publicity and transparency.
The potential for development of onshore wind power and LNG power projects in Ninh Thuan is still very large. In order to continue efficient exploitation, potential and advantages of renewable energy sources in the province, the People's Committee of Ninh Thuan province has proposed the Government and the Ministry of Industry and Trade to update and add new renewable energy sources to the Power Planning VIII with the scale: 1,120 MW onshore wind power at locations V2-1, V2-2, V3-1, V3-4 according to the Draft Coastal Wind Power Planning of Ninh Thuan province in the period of 2021 - 2030, vision to 2045; LNG at the additional approved locations in the planning of 1,500 MW.
